How verdicts work
Each card collects telemetry for 7 days — install velocity, success rate, agent diversity, distinct workloads. On day 7 the verdict cron runs: Promote-to-core, Hold-for-reentry, Co-list, or Archive. Replacement candidates that beat the incumbent get co-listed (then auto-deprecation rolls in once we know our noise floor).
